Hazard Mitigation Grant Program (HMGP)
The State of Iowa receives FEMA funding under the Hazard Mitigation Grant Program (HMGP) as part of Presidential Disaster declarations.

Notice of Interest (NOI) Forms - there are two forms in this MS Excel document. The first tab is for HMGP projects. The second tab is for HMGP planning.
Local Mitigation Plan Status - list of jurisdictions that have FEMA-approved Local Hazard Mitigation plans and jurisdictions that are in the process of completing plans.
The Disaster Mitigation Act of 2000 (DMA 2000) requires a FEMA approved local mitigation plan in order to apply for HMGP project funding. DMA 2000 also requires that jurisdictions update their FEMA approved mitigations plans every five years. Communities with plan approval dates prior to June 2005 should consider updating their plan with funding assistance through an HMGP planning grant. The Local Mitigation Plan Status list will assist communities in identifying their planning status.
NOI's must be completed in the provided format (the NOI HMPG document) and emailed to hsemd.mitigation@iowa.gov . Our mitigation staff will review the NOI's for basic eligibility and then send invitations for full HMGP application within two weeks. Because of the large amount of HMGP grant funding available from the four disasters, the NOI and application period will remain open until the State has obligated all the funds available or until the regulatory time limit the State has to submit applications to FEMA for the latest disaster event has expired (January 4, 2009).
