Threat Information and
Infrastructure Protection Program (TIIPP)
With the publication of the National Infrastructure Protection Plan (NIPP) in 2006, the federal government placed new emphasis on infrastructure protection as one of the core focus areas of homeland security. In part as a response to this added emphasis, Iowa formed the TIIPP. Since 2006, the TIIPP has been HSEMD’s interface with the public and private sector for infrastructure protection, asset protection and information sharing. The TIIPP fulfills a broader homeland security role within Iowa’s fusion system, connecting the threat information to protection planning and emergency preparedness programs. TIIPP staff are located within the State of Iowa Intelligence Fusion Center in the Iowa Department of Public Safety building on the Capitol Complex in Des Moines.
There are four main components within the TIIPP:
- Information Sharing
- Critical Asset Protection
- Critical Infrastructure Protection
- Vulnerability Assessment

The sector-specific plans (SSPs) detail the application of the National Infrastructure Protection Plan (NIPP) risk-management framework to the unique characteristics and risk landscape of each sector and provide the means by which the NIPP is implemented across all critical infrastructure sectors.

Iowa Homeland Security and Emergency Management has worked with several partnering agencies* to create some helpful planning tools. These documents were developed for the schools of Iowa to use as a template to enhance current school safety programs. Ultimately, schools can decide how much of the documents they would like to incorporate into their current plan.
